      Scott Township's Multi-Municipal Plan prepared by Pashek Associates is ready for review.
    This plan was financed in part through a Land Use Planning and Technical Assistance Program (LUPTAP) administered by the Governor's Center for Local Government Services, additional support was granted by the L.G.A.

    Tri-Community Revitalization Project is Underway

     

    In April 2011, the design phase of the Tri-Community Revitalization Project was authorized to begin. The project, which is a partnership between the three communities of Scott Township, Heidelberg Borough and Carnegie Borough and The Pennsylvania Department of Transportation (PennDOT), will enhance pedestrian and vehicular safety while improve the aesthetics of the project corridor.

      The project corridor starts at the intersection of Washington Pike (S.R.0050) and Greentree Road in Heidelberg Borough and runs north to the bridge over Chartiers Creek. Once over the bridge, the project turns onto Carothers Avenue in Scott Township and continues north along Third Street in Carnegie to the intersection with Main Street. 

      The major features of the project include the creation of a linear park and sidewalk along the west side of Washington Pike in Heidelberg Borough, the construction of a parking lot along Carothers in Scott Township and a parklet/parking lot in Carnegie Borough.

      The project will also include decorative lighting, plantings, pedestrian warning flashers and streetscape features such as benches, trash receptacles and new street signs.

      The project is valued at 2.8 million dollars and construction is planned to begin in Spring 2012. Updates on the project design and features will be provided in the upcoming months.

    South Hills Cooperative Animal Control

    Who are we? As the name implies we are a cooperative animal control agency supplying animal services, for both domestic animals and wildlife, for eight communities located in the South Hills area of Allegheny County. The communities involved with the coop are; Castle Shannon, Dormont, GreenTree, Heidelberg, Mt Lebanon, Scott Township, Upper St Clair, and Whitehall.

    South Hills Cooperative Animal Control (SHCAC) is administered through the Mt Lebanon Police Department under the supervision of Lt. Aaron Lauth. Our business office is located in the Mt Lebanon Public Safety Building at; 555 Washington Road, Mt Lebanon, Pennsylvania 15228. Our kennel facility known as Clair's Kennel is a short term limited occupancy facility located in Upper St Clair Township at the rear of the municipal building at; 1820 McLaughlin Run Road, Upper St Clair, Pennsylvania 15241.

    SHCAC has four full time Animal Control Officers offering service 7 days a week, including Holidays. Animal Control Officers receive training and qualifications through the National Animal Control Association (NACA) a leader in animal control procedures and practices. NACA offers a wide range of course instruction covering subjects such as Animal Behavior, Animal Diseases & Zoonosis, Capture Techniques. Shelter Operations and Laws and Legal Proceedings. In addition all Animal Control Officers are certified in the proper and ethical administering of euthanasia drugs used for domestic animals. SHCAC Officers attend Pennsylvania Humane Police Officer's training for law enforcement held in Harrisburg and animal husbandry at Penn State University at State College Pennsylvania.

    Animal Control Officers can be called on via Allegheny County dispatch on the non emergency phone number (412) 279 6911, this is the preferred method of contact by the general public. County dispatch will in turn contact animal control via radio. Township and Police personnel can contact Animal Control directly via the duty cell phones, main cell number (412) 951 3647 and alternate cell (412) 951 7710. The (412) 951 3647 is our primary cell, if an officer is on duty they will answer this number. Additionally a caller may leave us a voice mail message which we will respond to.
